I thought the under layment was a general moisture protector, not waterproofer.  I have seen roofers cut a slice into the middle of a big bubble to make it lay flatter.  They probably cut the paper in that picture because they wrapped the valley loosely and the paper got in the way of their shingling.

As to the weave, sometimes, well often, I see the weave went the wrong way.  Given enough water from the larger roof that will easily press through and filter inside.  A rubber membrane in the valley helps prevent that leaking too, does it not?

While I install the ice shields in valleys,It`s main purpose is to prevent water /ice that`s backing up from entry to the roof system,In warm areas,It`s sometimes what they put,because they don`t know the proper techniques to do a california style cut,closed weave,or open valley.they feel that since the nails seal off ,there`s no problem-problem is improperly placed fasteners are the most popular reason for leakage as the water will wear the heads of the nails down to rust,and when they rust,they allow water penetration(shows within 1-5 years)--bottom line is,a well trained,highly skilled shingle mechanic can make a roof waterproof with just the shingles in the valleys,they are the waterproofing- a wrong way valley will eventually suffer the same degradation over time and leak,although when the valley is properly installed,then it is added protection

When I am in an attic and see very rusty staples, does that indicate they are not galvanized or steel?  And if they are not, what is their life span?

I think most are galvanized,or electro galvanized which should easily last the life of the roof they`re installed with(probably double it)(unless it`s leaking),you see the points "rust/discolor" from condenstion at the decking,on a home with poor ceiling insulation(under code-R),and/or lack of balanced ventilation-which transfers the condensation point from the faced side of the insulation to the roof decking,Without those problems or induced high humidity(ie;vaporizer,unvented bathroom fans into the attic,etc.),You shouldn`t have that problem
Or wierder yet,when the icy wind blows really cold say in Feb.,I had calls where they had a large gable vent facing the wind,the wind blew straight against an uninsulated heat flue,and caused the condensation to freeze on the surrounding exposed roof nail tips,The homeowner noticed when the ice dripped during the daytime when the heat was up,sunny,etc.,Of course the homeowner screamed that the new roof was leaking do to a stupid roofer,When he finally sat down to listen,It was explained to him that all he should have done there is close the gable louvre,because the roofer had installed ridge vent,and soffit vents,and initially told him (the H/O),That he should close the gable vents as well,but the h/o had felt "the more the merrier,and ignored it
